Education minister faces questions on teacher evaluation

The Education Minister, Norbu Wangchuk, said the ministry is working on a proposal that seeks to take over accountability and responsibility of the teachers’ Individual Work Performance (IWP) from the Royal Civil Service Commission (RCSC).

The education minister made the statement in response to questions concerning the implementation of IWP by the RCSC in the National Assembly.

IWP is a performance evaluation to enhance individual’s accountability and to align their work to what their organisations are trying to achieve

The Member of the Parliament (MP) of Dophuchen_Tading Constituency in Samtse, Tek Bahadur Subba, said recently there had been news about teachers expressing grievances on IWP.

“The prime minister even asked the education minster to discuss, review and validate the difficulties faced by the teachers. What are the plans forward and how will you overcome it?” he asked.

The Education Minister, Norbu Wangchuk said, the proposal that has been drafted looks at how to bring in accountability and prevent manipulation of teachers’ performances in the future.

“We have the Education Monitoring Office looking into it. We will have special recommendations and the most important one is proposing to the RCSC to allow education ministry to take over the implementation of teachers’ IWP.”

The resolutions will be submitted to the RCSC early next month.
