Just like five years ago, the number of complaints filed with the Anti-Corruption Commission (ACC) is increasing as the Local Government elections draw closer.
ACC’s complaint trend analysis says the average number of complaints per month increased to 31 from 28 from April 2015 to March 2016.
ACC’s Chairperson, Kinley Yangzom says the trend was same prior to 2011 LG elections.
“We were looking at what could be the possible factors that could have attributed to increasing complaints and the only commonality we could find between 2011 and 2015-16 data is the LG elections.”
The Chairperson says the complaints are normally against incumbent gups since they have more financial authority compared to earlier years.
Kinley Yangzom said the common complaints are on contract implementation.
“They are either saying that the gups themselves are implementing the contract, which is of course a conflict of interest, or they are being biased or giving contracts to their relatives.”
She said the complaints are mostly administrative in nature and personal grievance.
The number of complaints is likely to increase until the election, this June.
