DRC launches Indirect Tax Manual to streamline customs operations

The Department of Revenue and Customs launched the Indirect Tax Manual 2025, celebrating International Customs Day in Samtse on Sunday.  The manual, which will replace the 2006 edition, is expected to streamline customs operations in the country. 

The new manual according to the department incorporates the latest customs legislation, procedural guidelines, and electronic customs management processes. This, officials said highlights the department’s commitment to transparency and tax payer-friendly reforms.

It serves as a capacity-building tool for customs officials as well as a resource for traders.

The DRC also officially launched a new customs uniform, celebrating 15 years since its first introduction in 2011.

The international customs day this year, embraced the global theme, “Customs Delivering on its Commitment to Efficiency, Security, and Prosperity.”

Speaking at the event, Finance Minister Lekey Dorji praised the efforts of customs officials.

He said, “We are here not only to celebrate the achievements of the customs officials but also to promote efficiency, security, and prosperity for all involved in customs administration.”

As part of the celebrations, the DRC recognised the top ten taxpayers and the most compliant taxpayers in the Income Tax category. These individuals and organisation were awarded certificates for their dedication to timely compliance and significant contributions to the revenue.

Additionally, outstanding customs officials received World Customs Organisation Merit Certificates for their exemplary service in strengthening Bhutan’s customs operations.
