NC will deliberate on Civil Service Reform Bill 2022 as urgent bill

The RCSC’s Civil Service Reform started earlier this year has unsettled many lives. It has led to people questioning the conventional view of a secured job in the civil service. This will now be tabled as an urgent bill in the upcoming 30th session of the National Council of Bhutan. The council will also deliberate and adopt the Clean wage or Pay revision Bill of Bhutan 2022.

The Legislative Committee of the National Council has carried out an in-depth study that considered the bill as an urgent bill. This is after the Chairperson of the National Council directed the Legislative Committee for further analysis as proposed by the Speaker of the National Assembly.

However, during a news conference today, the Deputy Chairperson of the council said the House has yet to see what the Civil Service Reform Bill contains.

“It will be first tabled and deliberated in the National Assembly as an urgent Bill. After their deliberation, it will be sent here. The Chairperson will then give the bill to the most relevant committee here to prepare for deliberations. Right now, we have no idea what is there in the Bill,” said Deputy Chairperson Jigme Wangchuk of the National Council.

The Council will also deliberate on the disputed clauses in the Royal Bhutan Police Amendment Bill 2021. A Joint Committee comprising seven members of the National Assembly and Five members of the Council was formed. The chairperson of the committee said there are nine disputed sections in the bill.

The Council will also deliberate and adopt several Bills such as The Forest and Nature Conservation Bill of Bhutan 2021, the Civil Liability Bill of Bhutan 2022, and reports like the Anti-Corruption Commission’s Annual Report. Three money Bills will also be deliberated. And in the Joint Sitting, there will be deliberation on the Performance Audit Report on the Farm Road Development and Management and the Performance Audit Report on Safe and Sustainable Road Transport System among others.

The 30th session of the Council will commence tomorrow.
