The Dzongkha Development Commission is working toward institutionalising the Dzongkha Standard Testing System (DSTS). The system is similar to the International English Language Testing System or IELTS which tests English language proficiency in non-native English language speakers.
Dzongkha Standard Testing System or, Dzongjug, is a language assessment tool that will assess four skills of speaking, writing, listening, and reading Dzongkha. The system is expected to standardise Dzongkha testing and promote a credible Dzongkha language standard testing system among institutions and organisations, which need to assess Dzongkha competencies.
DDC is currently in the piloting phase of the project. So far, the commission has conducted a pilot test for students of the Royal Institute of Management.
DDC Project Manager Karma Gyeltshen said that the testing system could be used in areas where the Dzongkha competency needs to be tested like in the Royal Civil Service Commission and the Election Commission of Bhutan. “Anybody can examine their ability in Dzongkha because there are no qualification requirements to appear for the test. That is the beauty of the testing system.”
He added that this common standard testing mechanism will help maintain consistent Dzongkha standards and eliminate considerable duplication of work and expenses.
To institutionalise the DSTS, the Government would have to approve the system so that it can replace other existing Dzongkha testing systems in the country.
Karma Gyeltshen said, “We feel that this is a very credible, holistic and inclusive system. It can reduce costs for the government and also make it convenient for people who need to take the tests as they can do the test whenever they have time.”
DDC plans to approach the Government for approval. The Commission says the test will be available free of cost, unlike IELTS.
