The Druk Green Power Corporation (DGPC) signed a Memorandum of Understanding (MoU) today with India’s Adani Group to jointly develop up to 5,000 megawatts (MW) of hydropower, marking a significant step in regional energy collaboration. The agreement, signed in Thimphu, was witnessed by Prime Minister Tshering Tobgay, senior officials from Adani Green Hydro Limited, and other government representatives.

Under the MoU, DGPC and Adani Group will identify new project sites, prepare Detailed Project Reports, and roll out a series of hydropower projects.

The Adani Group’s commitment includes ensuring reliable market in India and supporting the integration of Bhutanese energy into India’s grid.

Initially, the Wangchhu project was planned as a 570 MW run-of-the-river plant, but DGPC officials say they are now exploring alternative sites and designs, including a potential expansion to a 900 MW reservoir-based project. DGPC will have 51 per cent and Adani will have 49 per cent ownership. The Shareholders’ Agreement for the project was also signed during the ceremony.

The Wangchhu Hydropower Project is currently under study.

The broader hydropower development initiative is aligned with Bhutan’s Renewable Energy Roadmap 2040, which outlines a vision of adding 20,000 MW. The roadmap also includes plans to diversify into solar and geothermal energy, in pursuit of long-term sustainability and energy security.
