Dzomlingthang in Punakha is a popular destination for picnics and camping. But the trail of plastic waste and human waste left behind by picnickers and campers is a huge spot of bother. The Punakha District Administration is struggling with waste and open defecation issues. To deter people from dumping waste in the open, CCTV cameras have now been installed. Toilets at the picnic spot are also being maintained, so that people use them when nature calls.

The Punakha Dzongrab, Ugyen Tshering who also chairs the district’s Waste Management Committee, said waste management and open defecation has always been a problem despite constant monitoring.

The Dzongrab added that the Dzomlingthang area being large, and being filled with people often aggravates the issue.

Along with two CCTV cameras, signboards and dustbins were installed recently.

“The installation of CCTV cameras has proven helpful. The district environment officer and media officer are monitoring the cameras, allowing us to identify and track those responsible for improper waste disposal,” said the Dzongrab.

While maintenance works on toilets are underway, the Dzongrab said that Nu 800,000 has already been spent on three prior maintenance works.

“We are currently renovating the toilets and constructing three rooms for an individual tasked with monitoring the area and amenities. The planned work has commenced, and the appointed person will oversee water supply, electricity, and waste activities,” said the Dzongrab.

The Dzongrab said that the ongoing works are expected to be finished by the first week of December.

He added that penalties will be imposed on waste offenders and urged visitors to be mindful of their waste.

The district administration has enforced fines totalling around Nu 78,000 since 2012.
