Opposition says swapping of Community Information Centres’ management not fairThe Opposition Party says they are not happy with the Cabinet’s decision to hand over the management of Community Information Centres to Bhutan Development Bank Limited (BDBL) from Bhutan Post.

The members of Opposition say the decision would severely affect the quality of services of Community Information Centres in the gewogs.

Three years ago, Bhutan Post and the government signed an agreement that Bhutan Post will manage and operate the community information centres.

MP Dupthob of Boomdeling-Jamkhar, under Trashi Yangtse said Bhutan Post has invested some Nu.12M to operate Community Information Centres. “And after investing such huge amount of money, swapping ownership to operate CICs from Bhutan Post to BDBL was not fair.”

The members of Opposition also mentioned that three years back, the agreement signed between the government and Bhutan Post, stated that in case of Bhutan Post failed to manage the CICs, the government will have to look for other solutions. The opposition believes the agreement was never taken into account.

The Opposition also raised the concern that if the community information centres are managed by BDBL, there could be a conflict of interest as BDBL’s mandate is just to provide loans to rural people.

The Opposition Party said they are also not happy with the government’s decision to change the ownership of operation of community information centers without the knowledge of Bhutan Post.
