Chang Ugyen refutes OAG’s allegations

ThimphuDistrictCourt-ChangUgyenCaseThe former Royal Advisory Councillor, Chang Ugyen, refuted the Office of the Attorney General’s allegations against him of creating a fake land registration certificate, in his opening statement before the Thimphu District Court, this morning.

OAG has charged him of not abiding by the Land Act 1967, violating Royal Kasho of 1980 and tampering with and creating a fake Thram.

Chang Ugyen said he has neither tampered with nor created a fake Thram as accused. He said he only failed to validate the two controversial plots as inherited from his parents because of the missing documents.

The controversial plots are of Lubding and Omkha in Lungtenphu under Thimphu.

The OAG’s submission to the court, says Chang Ugyen created a Thram for a seven- acre land in Lubding. It also says the 0.02 acres of Land in Omkha was tampered with and was reflected as 3.02 acres.

Chang Ugyen also said if OAG fails to prove him of guilty of the charges, the office should bear the responsibility of defaming him.
