NC directs NLC and MoWHS to follow House’s decisions

TROWATHEATRE-NCThe National Council, yesterday, decided that the Trowa Theatre land at Changjiji, Thimphu should be leased for 25 years with effect from July 1,2001.  The resolution was based on the decision of the Dispute Settlement Committee of the National Land Commission (NLC).

The committee expressed concern that MoWHS had not abided by the decision of the Dispute Settlement Committee on the lease period.  The decision was that the lease period should be for 25 years beginning from July 1, 2001. However, the lease agreement executed between the new lessee and the ministry is for 30 years beginning from January 1, 2013.

The other resolution is that the NLC has not followed up with the ministry on the implementation status, despite six months after the Dispute Settlement Committee‘s decisions.

The Chairperson of the Good Governance Committee (GGC), Tashi Wangmo, presented their findings on the implementation status of the decisions taken by the Dispute Settlement Committee. This was done, after the House directed the GGC to find out from the Ministry of Works and Human Settlement (MoWHS).

The Chairperson informed the House that after receiving the report from the ministry, a special meeting was held and came up with two resolutions.

The report from the ministry also states that dues amounting to about Nu. 1.4 million were recovered from the new lessee. It was recovered within 30 days after the Dispute Settlement Committee passed the decisions.

The ministry had also held one of the officials accountable. “The actions taken by the ministry was conveyed to NLC on April 2, 2013. However, on the verbal enquiry it was confirmed that the NLC has not received the letter,” said Tashi Wangmo, Chairperson.

The House adopted the resolutions proposed by the GGC. The members decided that NLC must ensure that the ministry follows the decisions of the Dispute Settlement Committee.
