Revamped AIMS to facilitate efficient and effective public service delivery, RAA

To provide access to real-time information, enhance the visibility of follow up status of audit reports and facilitate efficient and effective public service delivery, the Royal Audit Authority (RAA) launched the revamped Audit Information Management System (AIMS) recently. The web-based system was launched in Tsirang while celebrating the 50 years of the RAA’s service to the nation.

According to RAA officials, the existing AIMS, which was first developed in 1998, had shortcomings like inadequate recording and capturing critical information. The RAA started works to upgrade the AIMS in 2019 from a desktop application to a dynamic web-based system.

“The past system was a stand-alone application system, we need to sit down and had to look into desktop and go through all those processes. Now with the revamped system, we can access it from anywhere with a laptop or a smartphone. So it is useful and responsive to the changing needs of the society,” said Ugyen Dorji, the Deputy Auditor General os the RAA.

“The audit recovery payment can be made online through RMA’s payment gateway and MBOB as well. The audit clearance system is also integrated in the up-grated AIMS while before it was a separate system. The accountability fixation is also integrated with other government agencies like RCSC, the Department of Civil Registration and Census, MoEA and the Construction Development Board,” added Robin Gajmer, the Deputy ICT Officer with the RAA.

The upgraded system is also expected to improve the accountabilities of audit lapses.

“We issue over 800 reports in a year. So after we issue reports based on findings we fix accountabilities. In most cases, people are not able to know who is accountable and responsible for all those lapses. But with a given in AIMS, with a revamped system they can access at a click of a mouse that will facilitate faster delivery of system and service,” the Deputy Auditor General added.

As a part of the event, the Audit Model House constructed in the RAA’s Professional Development Center’s campus was also inaugurated. The model house is expected to provide a visual and hands-on experience of structures like roads, buildings and gabion walls to the field auditors while dealing with construction auditing.
