RCSC did not recommend phasing out Gyadrung postThe Royal Civil Service Commission (RCSC) says its Organisational Development (OD) Exercise never recommended phasing out the post of Gyadrung or Gewog Clerk. The Commission said Gyadrungs are not under the purview of the civil service.

The OD Exercise found Gewog Administrative Officers and Gewog Accountants were underutilised. This raised the question of job responsibilities of Gyadrungs and if there was the need for the post.

However, the RCSC said they never issued any recommendation to the Department of Local Governance regarding the findings. Also, Gyadrungs are employed on contract.

The Department of Local Governance accepted they never received any official letter from the RCSC regarding the matter.

The recent internal survey to understand a Gyadrung’s official duties and responsibilities was carried out following media reports on OD Exercise recommending Gyadrungs to be phased out.

Meanwhile, the internal survey, which completed a week ago, saw almost all the gewogs want Gyadrungs to be retained.
