The Prime Minister, Dr Lotay Tshering, is in the Qatari capital of Doha to attend the 5th United Nations Conference On The Least Developed Countries. The prime minister is leading an eight member delegation from Bhutan. Speaking at the conference, the prime minister said that all Least Developed Countries must put in efforts and not rely on the United Nations altogether. The prime minister said graduation from LDC is a reward and not a punishment.
