RCSC’s BCSR 2018 comes into effect

The Royal Civil Service Commission (RCSC) launched the Bhutan Civil Service Rules and Regulations (BCSR) 2018 in the capital, today. It is expected to bring greater transparency and professionalism in the Commission.

 The BCSR 2018 will help in managing and developing human resources in the civil service. The major changes in the BCSR 2018 were derived from the five reforms which the commission has introduced since 2014, to strengthen the civil service and public service delivery in the country.

“For the purpose of updating, we have also consulted civil servants across the country, in all 20 dzongkhags, four Thromdes, ten ministries and other agencies under the civil service,” said the RCSC’s Director, Tashi Pem. “More than 3800 civil servants were consulted and we have also kept old BCSR for feedback and we have received around 680 online feedbacks.”

The RCSC updates the BCSR upon feedbacks from the civil servants, incorporating all the reforms and changes. Bhutan Civil Service Rules and Regulations was first implemented in 2012.

“BCSR 2012 has 24 chapters and now the BCSR 2018 has 27 chapters. We have four chapters, it’s on Executives and Leadership and Specialists. The other one is on Civil Servants Wellbeing,” added Director Tashi Pem. She also said the new BCSR also features provisions on International volunteers and Human Resource Committee.

Today there are over 28,000 civil servants in the country.
