Serious policy corruption?

The pending issue concerning the lease of land, where Trowa Theatre at Changjiji complex stands, was once again deliberated at the National Council yesterday. The issue was one among many recommendations proposed by the Public Accounts Committee.

The government land measuring 19,432.56 square feet was leased out to a private individual in 2006. Ever since, the owner has not deposited the lease rent and the outstanding lease rent amounted to Nu.5, 237,074 as of May 2012.

The Deputy Chairperson of the National Council, Sonam Kinga, said it a serious policy corruption. He said that according to the Land Act 2007, under no circumstances shall a land on lease from the government land or government reserved forests land be converted to ownership right.

MP Sonam Kinga, said in the first place, the owner of Trowa Theater has not signed the lease agreement with the government. Despite the loophole, the owner was allowed to run the business. “Therefore, the Committee recommends that the case be forwarded to the court of law, besides fixing proper accountability on the dealing officials, who have not enforced the required conditions when transferring the lease.”

He also added that the Anti-Corruption Commission should take a proactive investigation to ensure that the government land is not sold to any private individuals.

Meanwhile, The National Council today ratified the Cape Town convention and protocol on aircraft equipment and other matters related to aviation industries.

It is an international legal framework that supports the financing of aircraft. It helps the airline operators to improve service delivery and generate income from airline services.

It was put up in the National by the Information and Communications minister.

Fifty one countries including Bhutan are the members of this legal framework.
