A decade later and still waiting for Lag Thram

A decade later and some of the settlers in Chuzargang Gewog under Sarpang Dzongkhag still do not have Lag Thram (Land Ownership Certificate). There are about nine households in the gewog without Lag Thram. They were resettled in Chuzargang under resettlement programme.

The Land Act of Bhutan, 2007, states that the Commission Secretariat shall effect the changes in the Thram and/or issue a new Thram within 30 working days.

The villagers say they submitted the Kidu papers along with other documents to the Dzongkhag. They even came to Thimphu for a follow up but much to their disappointment, they found out that their documents hadn’t made it to the capital.

One of the villagers said they cannot even divide the land holdings.

The gewog’s mangmi, Tshering Dhendup, said they have done what is to be done from the gewog side. “From gewog side we have processed each case individually but we have no idea what is going on,” he said.

The Land Record Officer of Sarpang Dzongkhag, Ugyenla, said the households’ head were not present when needed. Secondly, he said they have misplaced the resettlement and Kidu documents. “But very soon there will be cadastral resurvey. Till then we have withheld all the land transactions and submissions to the ministry,” he said.

Similar cases have also been reported in other Gewogs of Sarpang.
