The Special Committee for TVET proposed five recommendations while presenting the final review report on the Technical and Vocational Education and Training (TVET) in the fourth sitting of the National Council today.
The special committee recommended the house to reform governance structure by establishing TVET Council, National Institution of Technical Education and Sector Skills Council.
They said TVET council under the Labour ministry will provide the overall policy direction for the development of the TVET sector. Similarly, the National Institute of Technical Education (NITE) will serve as the main branch for providing professional development services such as research and innovation and industrial linkages for the TVET sector. And the establishment of Sector Skills Council will identify the type of skills needed in the labour market and develop strategies to address the mismatch of skills.
Likewise, the members of the special committee also recommended improving professional development for TVET instructors and trainees. Diversifying the current technical courses and curriculums was also recommended. The committee also suggested to further strengthen and improve the existing industrial linkages and help the TVET sector by rendering financial support.
Following which, the house deliberated on recommendations and the report on the TVET.
“I think we should give the trainees and trainers under the TVET sector equal opportunities to participate in everything including parliamentary elections. I believe we have an equal qualification but the only difference is the type of teaching we received. If we are providing them with such equal opportunities, youths will show their interest and youth unemployment issues will also be resolved,” Haa MP Ugyen Namgay said.
“We should make the TVET sector more attractive with better facilities and infrastructures. I also feel we should also set up more technical and vocational institutes in other parts of the country as well,” Dagana MP Surjaman Thapa said.
The members also recommended to affiliate the TVET sector with overseas institutes to attract more youths, make up a proper organisational structure for the sector, and provide better and updated training with regard to the new technologies.
