Getting good support and response from the concerned ministries and agencies still remains a challenge to implement Dzongkhag Tshogdu (DT) resolutions in Monggar.
“DT is the highest decision making body at the Dzongkhag level. And people also respect it for that reason. During the session, we discuss different issues and submit the resolutions to the concerned ministries. But getting a good response is the biggest challenge so far,” Karma S. Wangchuk, the Chairperson of DT, Monggar said.
To overcome such issue, DT has established a review committee this year prior to conducting the recent DT. The committee reviews the agenda and does the necessary follow-up on the past and present DT resolutions.
Over the past five years, Monggar DT has been discussing pertaining issues related to health, education, culture and agriculture raised by the local leaders. And the DT has submitted many resolutions to different ministries and related organizations, which could not be resolved at the Dzongkhag level. However, until now it did not get a proper response as expected.
And some of the local leaders said, if there is lack of cooperation between the DT and the concerned ministries and agencies, it is of no use conducting the session twice in a year wasting time and resources.
“During DT, we discuss important matters related to budget and gewog developmental activities. But it’s difficult for us to achieve 100 per cent outcome,” Dorji Wangchuk, the Silambi Gup said.
“I think it’s a matter of value and respect to the DT. Depending on the rules and regulations, some ministries giver proper response to our DT resolutions. However, some ministries ignore it. It is because people don’t refer to our local government act,” added TandinWangchuk, the Na-Rang Gup.
The Thrizin says that until now, DT received only thirty per cent response from the ministries and concerned agencies on the resolutions submitted by them.
“We have established a review committee to review all the resolutions passed by DT starting from 1st session till 5th session. And we will review and follow up the resolutions and again submit it to the relevant ministries and agencies. Despite submitting it again, if we don’t see any changes, we are thinking of requesting the government to discontinue conducting DT,” the chairperson said.
DT formerly known as Dzongkhag Yargay Tshogdu was established in 1981 to formulate, approve and implement Dzongkhag and gewog development activities. DT session is conducted once in every six-month and special sitting is conducted during emergencies.
