NC endorses LG Amendment Bill

NC endorses LG Amendment Bill. The National Council today endorsed the Local Government Amendment Bill 2014. Much of the discussions revolved around having Dzongkhag Thromde and Yenlag Thromde in all the Dzongkhags.

Although most of the members supported have the Dzongkhag Thromde Tshogde and Yenlag Thromde in every Dzongkhag, eminent member, Tashi Wangmo, said focus should be more on rural development since people in the dzongkhags are mostly farmers.


“For thromde development, government will provide roads, water and electricity but for business, farmer’s capability must be enhanced,” she said.

The house also saw discussion on staffing of the Gewog administration. Some of the members said since Gaydrungs or Gewog clerks are not elected members or civil servants, it is appropriate to club them under any other personnel category in the Gewog administration. The clause says the Gewog administration staffing has to have civil servants such as administration officer, accountant, engineer, Gaydrung and any other personnel.

The house decided that Gaydrungs will be included under any other personnel category of the Gewog administration.
