His Majesty graces opening of Parliament’s fourth session

His Majesty The King graced the opening ceremony of the Fourth Session of the Fourth Parliament today, accompanied by Their Royal Highnesses Princesses Sonam Dechan Wangchuck, Dechen Yangzom Wangchuck, and Eeuphelma Choden Wangchuck. His Majesty was received in a traditional Chibdrel procession by the prime minister, the National Assembly speaker, the National Council chairperson, the opposition leader, and Members of Parliament.

Delivering the opening address, National Assembly Speaker Lungten Dorji expressed gratitude to His Majesty the King for gracing the Parliament’s opening ceremony despite numerous national responsibilities. He highlighted the strengthening of national security through De-suung, Gyalsung, and the newly introduced Pelsung initiative. He also thanked citizens across the country who voluntarily contributed to the Gelephu Mindfulness City project.

“To ensure the security and sovereignty of the nation and the people, His Majesty strengthened the three armed forces through the establishment of De-suung and Gyalsung, and has also introduced Pelsung to safeguard the country’s wealth and resources. Therefore, on behalf of all the parliamentarians, with deep respect, we would like to thank His Majesty.”

In addition, he emphasised the nation’s deep reverence for His Majesty the Fourth Druk Gyalpo’s enlightened leadership, which laid the foundations for modern Bhutan, peace, stability, and the philosophy of Gross National Happiness.

The speaker highlighted the series of sacred and historic events held throughout November, reflecting His Majesty’s vision and foresight in guiding the nation with wisdom and compassion.

“In a spirit of complete inclusivity, without distinction of nationality or religious tradition, revered Buddhist masters and practitioners were invited to offer profound prayers for global peace and collective wellbeing, presided over by His Holiness the Je Khenpo. Secondly, under the noble guidance of the Dorji Lopen, the Zhung Dratshang conducted the Global Peace Prayer and the sacred Jabzhi Dhoechog ritual at Kuensel Phodrang, at the feet of the Buddha Dordenma, from 4 to 10 November.”

The speaker also expressed gratitude to Indian Prime Minister Narendra Modi for attending the 70th birthday celebrations, and praised India’s support for Bhutan as a strong demonstration of friendship and solidarity.

“The enduring friendship between Bhutan and India, nurtured over generations, remains a source of strength and stability for both nations. Bhutan deeply values India’s consistent support and guidance and expresses its profound respect and admiration for the leadership of Shri Narendra Modi and the Government of India.”

The Fourth Session of the National Assembly will deliberate on four legislative Bills and three Conventions, along with two committee reports and three Conventions scheduled for re-deliberation. Reports from the Anti-Corruption Commission, as well as 11 follow-up reports, will also be presented. For the joint sitting, one audit report and two Bills are slated for re-deliberation.

Meanwhile, the opening ceremony of the 36th Session of the National Council was also held today. The council will deliberate on key issues, including climate and watershed management, the Free Trade Agreement between Bhutan and Thailand, the Penal Code (Amendment) Bill 2025, the review of the healthcare system, and developments in key economic sectors, among others.
