National Assembly’s Social and Cultural Committee proposes for deferral of Class X cut-off point

The Social and Cultural Committee of the National Assembly proposed deferring the implementation of the class 10 cut-off point, which was initially planned for the next academic session. Of the 39 members present in the National Assembly today, 38 voted in support of the motion, with one member abstaining. MPs said reinstating the cut-off point will increase dropout rate and unemployment, widen socio-economic inequality and negative impact on TVET among others.

Earlier in March this year, the ministry notified schools across the country to reintroduce the cut-off point for Class X students who will be entering Class XI next year.

However, the majority of the Members of Parliament requested the ministry to postpone the implementation and review the decision once again.

Tashi Tenzin, MP, Radhi-Sagteng, Trashigang said “As the committee mentioned, if students do not get the opportunity to continue their studies, they are compelled to sell their assets and take loans, which only adds to the family’s debt. Considering such challenges, I feel it is better not to have the cut-off point.”

Harka S Tamang, Member, Social and Cultural Committee said “With modern development, I feel reintroducing the cut-off point is not the only way to ensure quality education. There are other ways. Hence, I request that a thorough research should be conducted and reassessed.”

Naiten Wangchuk, MP, Monggar said “As the country develops and aims to match international standards, studying only up to Class X for free is not enough. To match international standards, we need proper qualifications, skills, and knowledge. A Class X qualification alone does not equip individuals to start a livelihood.”

Kinzang Wangchuk, MP, Drametse-Ngatshang, Monggar said “The policy is regressive. During our time, the reason for the cut-off point was due to a shortage of infrastructure. We had no choice. We only had Yangchenphug and Kanglung as options. According to the committee, we now have enough infrastructure to accommodate students.”

While most members supported the reconsideration, the Khamaed-Lunana MP raised a concern that removing the cut-off point would have long-term implications.

Pema Drukpa, MP, Khamaed- Lunana, Gasa said “Firstly, students from PP to Class 3 do not take examinations. This has already deteriorated the quality of education. Now, a student in class 10 with just 40 per cent can move on to class 11. After completing class 12, they will search for jobs. Yet in the job market, the merit of class 10 is considered up to 10 per cent. This will affect students, and they might not get employed anywhere.”

In response, the education and skills development minister stated that the ministry’s concern is not limited to Class X students, but extends to students across the country, ensuring that no child is left behind.

Yeezang De Thapa, Education and Skills Development Minister said “When there is no cut-off point, most students become relaxed. They think a pass mark is sufficient. Students in Classes 11 and 12 become complacent, and they know it. I hope parents know it too. For instance, students come to me seeking jobs, but most of them have marks in 40s and 50s. What kind of job can I give them? These days, even for jobs like caretakers or messengers, a minimum qualification of Class 12 is required. During interviews, shortlisting is done on a merit basis.”

The minister further added that without examinations and a merit-based system, students will not develop resilience and competitiveness.

The ministry will review the matter and present a review report in the upcoming winter session.
