OAG urges agencies to establish in-house legal divisions

Growing legal demands are putting pressure on government agencies. Some of them do not have dedicated legal teams. The Office of the Attorney General says this creates delays, increasing legal risks and making it harder for them to respond to emerging legal issues.

The OAG’s annual report 2025-2026 recommends establishing in-house legal divisions and recruiting more legal professionals to strengthen the government’s legal capacity.

The report says the need for legal services is growing faster than the available staff. This is increasing workloads, causing backlogs and delaying legal work. It says more staff are needed to ensure legal services remain timely and effective.

The Office of the Attorney General also says that in an evolving legal landscape, there is a demand for experts in areas such as AI, cybersecurity, data protection, digital governance, environmental and international law, and law drafting.

It also highlights that agency without in-house legal teams have to depend on external legal advice, which often delays decisions and affects consistency.

The shortage of legal professionals in the job market has also made it difficult to bring legal services together or cluster legal services.

To address the gap, the office highlights the need to establish dedicated Legal Divisions in government agencies. It is also looking forward to partnering with relevant agencies to address the broader job market shortage of legal professionals.
