People’s participation in practice in Tsirang

Farm road construction in Tsirang saw drastic improvement in quality after people were involved in planning as well supervision. Earlier, constructions were monitored by the local leaders and Dzongkhag engineers.

As per the Farm Road Guidelines, a group has to be formed once the farm road is handed over to the beneficiaries to look after and maintain the road. But in Tsirang, the supervision group is formed right from the planning stage. They are involved in monitoring the the quality and progress. According to the local leaders and the dzongkhag, this practice has led to better quality farm roads. “Today, people take the responsibility and the result is the quality has improved” said the Mendrelgang Gup, Yeshey.

The District Agriculture Officer Pema Chofil, said people are involved right from the survey till when the farm road construction is complete”.He added that the beneficiaries select the committee members and the Dzongkhag engineers provide the technical support, he added. . 

One of the committee members Leki Wangmo said the “committee supervises the whole construction. For example we see if the contractor is using the required ratio of cement and sand or not”.

The system is said instill a sense of ownership among the public when it comes maintenance of the roads. Three such roads were constructed so far, involving the public in Tsirang.
