The Anti-Corruption Commission (ACC) sent a letter to the Royal Civil Service Commission (RCSC) today asking to suspend the Director General (DG) of the Department of Employment and Human Resources of the Labour Ministry.
The Office of Attorney General forwarded the labour ministry’s overseas employment programme cases of Japan and India to Thimphu district court on Friday. The section 167 of the Anti-Corruption Act of Bhutan states that a public servant who is charged with an offence under this Act shall be suspended with effect from the date of the charge till pending the outcome of any appeals. The letter states that, if the decision is not to suspend the DG, RCSC should ensure that DG does not use public resources including office time to appear before the court.
The DG was accused of illegally assisting in the setting up of Bhutan Employment Overseas (BEO) office regarding the Japan Overseas scheme. He was also accused of failing to declare a conflict of interest, deception, and abuse of function in the India overseas employment scandal.
Meanwhile, an official from the ACC said, ACC also wrote a separate letter to the labour ministry on a Programme Officer involved in the Japan Learn and Earn programme who was accused of recommending the Ministry of Economic Affairs to issue a license for BEO without verifying the required documents.
