Land User Right to be drafted soonThe Prime Minister, Tshering Tobgay said Land User Right will be drafted soon. The policy will cover leasing government land and also address issues on temporary structures constructed on government land.

Speaking during the National Assembly’s Question Hour, yesterday, Lyonchhen said they will work with the land commission and agriculture ministry on the draft.

Once the policy is put in place, people can lease the government’s land for three to five years, according to the Prime Minister.

A few parliamentarians had brought up the issue.

Dramedtse Ngatshang MP, Ugyen Wangdi said directives to demolish temporary structures are not implemented uniformly.

“Government has instructed cowsheds and huts, built on government land, to be demolished.  In case they do not heed to the directives, they were told they would punished.  However, people with power and wealth continue to flout the rule.”

Others said the government must draw a standard procedure for leasing lands in all the dzongkhags.

Home minister, Dawa Gyaltshen said the policy was felt necessary to bridge the gap between the rich and poor.

“Otherwise, the rich will become richer. People with power and wealth will take all the land. We have limited land.”
