Make necessary investments in agriculture, NC tells the government

NCThe Social and Cultural Affairs Committee of National Council proposed the government to make necessary investments in the agriculture sector and increase agricultural loan portfolio. These were some of the recommendations made while deliberating on the National Employment Policy, Programme and Strategies since the agriculture sector can generate more employment opportunities.

National Council said though the agriculture sector is considered a rural phenomenon, it was seen as a potential employment generating sector among many others.

According to the Labour Force Survey 2014, around 56 percent of the population depends on agriculture. The unemployed youth, who choose to work in agricultural sector, are not receiving financial support from the Direct Employment Scheme while it is otherwise for those who work in other sectors. Direct employment scheme is a strategic response to address unemployment in the country.

“Self employment is not being recognized by government. Government doesn’t consider this as an employment. There isn’t any support through DES as well. While the scheme for those who works in workshop and other sectors are supported,” said Zhemgang NC MP, Pema Dakpa.

According to annual report of the Royal Monetary Authority 2014, only 2 percent of the commercial banks’ loan portfolio was projected for agriculture. Even the total budget outlay for agriculture has decreased in 11th five year plan.

“Agricultural loan is still a problem. We propose the government to review policy. Because people are interested in working in agricultural works but the problem is with the loans and the interest. It would be good if government could decrease the interest rate for agricultural loans,” said Thimphu’s NC MP, NIma Gyaltshen.
The house will adopt the recommendations on Monday.
