The government and the opposition are divided on the ratification of the European Investment Bank Framework Agreement. The Government maintained its stand that the agreement must be ratified in the joint sitting this time but the opposition says otherwise.
The Pangbang MP, Dorji Wangdi underlined that the Upper House did not ratify the agreement since the legislative authority of the European Investment Bank is valued more than the country’s law. Therefore, the MP suggested that the Finance Ministry review the European Investment Bank Framework Agreement and once again present it in the parliament in the next session.
But the Foreign Affairs Minister, Damcho Dorji highlighted that the framework agreement will have no negative impact to the country as cited by the National Council. Lyonpo added that a separate agreement will have to be signed if the country borrows money from the bank. And said, a suitable platform would be a joint sitting to ratify the agreement.
A few other members of the ruling party shared same opinions. But the house resolved to table the agreement in the joint sitting of the parliament in the summer session.
