His Majesty grants Tashi Khadar to newly-appointed post holders

HM Appoints Home Minister, Constitutional Post Holders

His Majesty the King granted Tashi Khadar to the new constitutional post holders and the new Home and Cultural Affairs Minister at the Tashichhodzong, today.

The Member of Parliament from Bongo-Chapcha Constituency Dawa Gyeltshen was formally appointed as the Home and Cultural Affairs Minister. Lyonpo Dawa Gyeltshen replaces Lyonpo Damcho Dorji. Lyonpo Damcho Dorji takes over foreign ministry.

The Constitution of the Kingdom of Bhutan Article 17.3 states that a minister of the government is appointed by the Druk Gyalpo from among the members of the parliament, on the recommendation of the Prime Minister.

The Prime Minister submitted the recommendation to appoint Lyonpo Dawa Gyaltshen as the Home Minister to His Majesty The King on July 20.

The former Foreign Minister Rinzin Dorje will now function as the Member of Parliament from Sarpang constituency. His removal is said to be in connection with Lhakhang Karpo case.

His Majesty also granted Tashi Khadar to Kinley Yangzom, the former RCSC Commissioner who is now the Chairperson for Anti-Corruption Commission, and Election Commission’s former Commissioner Chogyal Dago Rigzin who is now the Chief Election Commissioner. Tshering Kezang, the former Pema Gatshel Dzongda also received Tashi Khadar for his new appointment as the Auditor General.

The former Eminent Member to the National Council, Karma Damcho Nidup and former Deputy Auditor General Jamtsho also received Tashi Khadar for their new appointments as Commissioners of the Anti-Corruption Commission.

His Majesty also granted Tashi Khadar to Deki Pema who was re-appointed as Election Commission’s Commissioner and the former Chief Executive Officer of the National Housing Development Corporation, Ugyen Chewang, who was appointed as the other Commissioner for the Election Commission.

Articles 24.2, 25.2, and 27.2 of the Constitution of the Kingdom of Bhutan state that the respective Constitutional post holders will be appointed by the Druk Gyalpo from a list of names recommended jointly by the Prime Minister, the Chief Justice of Bhutan, the Speaker, the Chairperson of the National Council and the Leader of the Opposition Party.
