The investigation report regarding the local government leaders seeking the Zhemgang Dzongda’s transfer will be forwarded to the Royal Civil Service Commission. The Prime Minister said this during the recent Meet-the-Press session on Friday.
Local leaders in Zhemgang submitted a petition to the Prime Minister in August. They asked for the Dzongda to be transferred over alleged administrative, financial and governance irregularities.
The petition raises concerns over the reconstruction of the Dzongda’s residence, delayed development projects, procurement and alleged misuse of public resources. It called for an independent inquiry and a Royal Audit Authority review.
The Prime Minister said that after receiving the complaint, he had asked the home secretary to investigate the matter. The investigation report was then submitted to the office of the Prime Minister.
The Home Ministry also sought legal advice from the Office of the Attorney General to ensure the matter was handled in accordance with the law.

“Two allegations have inconclusive findings, meaning they could neither be confirmed nor ruled out, found to have mixed findings, where we cannot either confirm or reject them. The other five allegations were not substantiated, and no fault was found on the part of the district administration,” said Tshering Tobgay, Prime Minister.
The investigation report also identified areas where coordination among local governments could be improved.
The Prime Minister said the recommendations would be reviewed to determine how they can be put into practice.
The Royal Civil Service Commission will consider the findings and determine the next course of action.
