After witnessing an increasing trend of civil servants leaving the system since 2019, the trend has declined this year. In the first quarter of this year, over 500 civil servants left, which is a decrease from nearly 1,900 civil servants resigning during the same period, last year.
According to records with the RCSC, 1,614 civil servants left in 2019, while the number was 1,084 in 2020. Furthermore, 1,504 civil servants exited the service in 2021, followed by 2,646 in 2022.
The number of civil servants leaving the service increased significantly last year where close to 5,000 (4,797) left the civil service.
Over the past five years, civil servants have mostly left their jobs through voluntary resignation, superannuation, and contract completion among others.
While all agencies have been affected by the attrition, service sectors such as health and education faced the highest attrition.
According to the RCSC’s Annual Report 2024, the commission underwent various key policy changes to fill the gaps and ensure smooth public service delivery.
The policy changes include lifting restrictions on the Bhutan Civil Service Examination eligibility, increasing the retirement age and allowing re-entry into the civil service for those who resigned.
Currently, there are over 29,000 civil servants in the country.
