Elderly man booked for lewd and lascivious offense

Thimphu police registered a case against an elderly man after a private video of him and a young woman went viral on social media platforms.

In about a one-minute clip, the man is seen recording a video, capturing the woman come out of the bathroom and getting in the bed after partially removing her clothes.

According to the police, the case was registered by the woman via telephone given the current situation. The police could not arrest the suspect as he lives in a building in a high-risk area at Changzamtok in Thimphu.

The Officer Commanding (OC) of the Thimphu Police Station said the investigation will start as soon as his place of residence is declared a low-risk area. The police also said that they have other similar videos of the man, which went viral on social media platforms.

The case falls under the offence of lewd and lascivious conduct under section 381 of the Penal Code of Bhutan with a maximum prison term of less than one year.

* Lewd and lascivious conduct:

381. A defendant shall be guilty of the offence of lewd and lascivious conduct, if the defendant:

(a) Performs a sexual act in a public place under circumstances where the defendant knows it may be observed by the public and that causes the public affront or alarm; or

(b) Sells, manufactures, issues, distributes, displays or otherwise deals in obscene material.
