One of the major reforms in the 2020-21 FY is the provision of the current budget in the form of annual grants to all budgetary agencies. Bardo_Trong Member of Parliament questioned the government on whether this is in accordance with the constitution.

In response, the finance minister said that such a reform is to promote ownership in the optimal utilization of the allocated budget for prioritized activities.

“If we provide it as annual grants the ministries, agencies, and local government offices can prioritise their activities in accordance with the government’s vision. We can even give them concrete responsibility and will not have any loss on the government’s part. It will be very difficult to grab this opportunity in the future if we don’t do it now,” said Lyonpo
