Regularisation of contract employees- decision with the RCSC

The Member of Parliament from the Maenbi-Tsaenkhar constituency, Choki Gyeltshen questioned the Education Minister on the possibilities of regularising contract employees under the Ministry of Education. If not, the MP also asked for further clarifications on the prospect of making them a Para-regular staff.

The Education Minister, however, said that the decision lies with the Royal Civil Service Commission (RCSC).

“If I have the ultimate power, I would directly make every one of them a regular employee. However, we cannot regularise the contract employees as it is in the hands of the Royal Civil Service Commission. And also to make them a Para-regular staff we have to talk with the commission. They will see and review whether they can Para-regularise the contract employees or not,” said Jai Bir Rai, the Education Minister.

Last year the government, during one of the ‘meet the press sessions’, said all contract employees will have a long term contract provision where they will be entitled to regular up-gradation and extension of the contract. The contract employees will enjoy all the benefits that the regular employees enjoy in such a scenario. They will be para-regular staff in short.
