RCSC reassigns “surrendered” secretaries

RCSC reassigns “surrendered” secretariesThe Royal Civil Service Commission (RCSC) decided that the three surrendered government secretaries will be reassigned. It means they will continue to serve as civil servants but not in their current positions. The commission is yet to decide on their new posts.

In a press release, RCSC said there have been procedural lapses and poor judgment shown by the three secretaries as they should have ensured explicit approval of their actions from the cabinet secretariat and the Prime Minister.

RCSC also found weakness in the working arrangements between the Cabinet Secretariat and the Committee of Secretaries highlighting structural failure for effective communication between the two bodies.

The release says considering all the facts, evidences and circumstances surrounding the matter, RCSC found that termination, compulsory retirement or allowing three secretaries to continue in their current posts was not justifiable.

Cabinet Secretary Dasho Penden Wangchuk, the Economic Affairs Secretary Dasho Sonam Tshering and the Foreign Secretary Yeshey Dorji were surrendered to RCSC in December last year. They were surrendered for taking a unilateral decision to write a letter to Government of India to resolve an issue on the allegations of corruption related to hydropower projects published by the Indian magazine called ENERTIA.

The three secretaries did not have any comments on the decision.
