The Zhemgang Dzongkhag Tshogdu decided not to send engineers to the gewogs.

A gewog shall have an engineer and an accountant each as per the Local Government Act. And this is exactly what the local leaders have been demanding every session of the dzongkhag tshogdu for the last years.

“We are supposed to get an engineer for two gewogs. It will benefit us as many development activities take place in the gewogs. Starting from the estimation, survey and other works, we need an engineer,” said Kinzang Jurmey, Deputy Chairman of Zhemgang Dzongkhag Tshogdu.

“In Bjoka Gewog, most of the works include the construction of farm roads. And quite often we come across wrong alignment of road construction. We were also penalised for not following the rules. So, I feel it will be convenient if we have an engineer,” said Bjoka Gup Tshering Wangchuk.

But the district administration made it clear during the recent dzongkhag tshogdu that they will not send any engineers to the gewogs. The district administration has 13 civil and electrical engineers.

“If we send a full-time engineer to the gewogs, the first thing is that he will not have much work. He will be underutilised.  So, if the engineer is with the district administration, we have many works and many unplanned works. That is why we are keeping the engineers with the district administration,” said Zhemgang Dzongda Chimi Dorji.

The engineers will continue to work for the gewogs from the dzong.
