The Royal Civil Service Commission says that some graduates scored low marks in this year’s civil service exam because they did not read the instructions properly. This is in response to recent claims by some graduates that they were given unusually low marks. Officials said they did not evaluate questions, which did not specify question numbers on the answer booklets.
When the results of the Bhutan Civil Service Examinations were declared on the 7th of December, some graduates were not happy with their results.
Some graduates scored as low as six marks out of 70 in the written examination.
“Graduates have been writing this examination for many years. But this time, I have seen some graduates score as low as 15 in the exam. I have nothing to say about their evaluation process. I think some graduates wrote the wrong answers or did not follow the instructions properly. But when it comes to me, I wrote all the answers and even read all the instructions but I could not score as I had expected,” said Nidup Gyeltshen, a graduate.
In response to these concerns, the RCSC says that each paper has been evaluated by professionals with fairness.
Officials said that the graduates failed to specify the part, section, and question numbers in their answers. Such answers were not evaluated.
The instruction paper states that no marks will be awarded if instructions are not followed.
“We are very confident that the examination that we have conducted this year is being done at the highest level with the highest integrity and accountability by those resource persons who are being used from across the agencies who have competency, integrity, and evaluation skills,” said Dorji Choidup, Deputy Chief HR of Civil Service Exam Service in RCSC.
He added that this year, there were more instances where graduates did not adhere to these instructions and answered questions without proper numbering compared to the previous years.
“This is an opportunity to remind the future graduates to be more careful when they write the examination as those instructions are an integral part of the evaluation process that we follow in the civil service examination.”
51 graduates appealed the written examination results but there has been no change in their marks.
