The Prime Minister Tshering Tobgay, during meet the press today, said the Opposition’s stand on the three “surrendered” secretaries is meaningless and damaging.
The Opposition had said the Cabinet should be held accountable for willfully distorting information and misleading the nation by pretending to be unaware about the involvement of the secretaries on ENERTIA issue.
Lyonchhen Tshering Tobgay said the Opposition appreciated the investigation done by the Royal Civil Service Commission (RCSC), but they did not appreciate the decision taken by the RCSC.
RCSC had recently decided to reassign the three surrendered government secretaries after their investigation revealed that termination, compulsory retirement or allowing three secretaries to continue in their current posts was not justifiable.

The Home Minister, Damcho Dorji said the Opposition’s stand lacked normal justification, reasoning and logic. “If they were really serious about their concerns on decision that was meted out to the cabinet secretaries, they should have give more logical justifications…”
The government also responded to the accusation of the Opposition against the Economic Affairs Minister being negligent of his duty as a cabinet minister by failing to coordinate within his ministry and the cabinet. The opposition had also said the Economic Affairs Minister had willfully distorted information and misled the nation.
“I had advised the secretary to hold on to writing to the GoI,”said the economic affairs minister, Norbu Wangchuk. He said the Committee of Secretaries had discussed the need to write to the Indian government in at least four committee meetings stretching over five-six months. “None of the secretaries had informed their respective ministers.”
The government said they respect the decision of the RCSC to reassign the three secretaries
The government had “surrendered” the Cabinet Secretary, Dasho Penden Wangchuk, Economic Affairs Secretary, Dasho Sonam Tshering and Foreign Affairs Secretary, Yeshey Dorji to the RCSC in December, last year.
They were “surrendered” for supposedly exceeding their mandates, breaching rules and misusing the Committee of Secretaries.
