The National Council today resolved to re-deliberate the Civil Society Organizations (Amendment) Bill 2021 with the National Assembly during a joint sitting in the next session. The House deliberated on the 63 amendments as proposed by the National Assembly today.While the House adopted 39 provisions as per NA amendments, the two Houses could not come into consensus on 24 provisions.
One important change that the council disagreed was on the composition of the CSO membership. The council opposed that the chairperson of the CSO authority should be any bureaucrat having a secretary title and not the home minister as decided by the National Assembly.
Chairperson of the National Council’s Legislative Committee Phuntsho Rapten said, “Likewise there are other few clauses which may need further deliberation and owing to that, it will be going to the joint session. For that purpose, the disagreement will have to be submitted to His Majesty The King for the Royal assent so that we will have a joint sitting in the next session.”
