The National Council’s Social and Cultural Affairs Committee proposed recommendation to the government to consider re-aligning the Youth Employment Skills (YES) and the Direct Employment Scheme (DES). The committee’s Chairperson, Nima said the two programmes can be merged since the target beneficiaries are the same.
Youth Employment Skills Programme is supposed to provide jobs to the youths after training them whereas under the Direct Employment Scheme, job-seeking youths are given an allowance by the Labour Ministry under a contract.
But NC MP of Bumthang, Nima said many are still without jobs. He said while some get to undergo trainings but have no jobs, some just get allowance but no jobs nor training.
By merging the two schemes, Nima said they will get training and the employers would be willing to hire them.
The Upper House will deliberate the issue tomorrow.
