Lhuentse Police has detained Khoma Gup and two locals for allegedly possessing and blasting explosives, injuring two passersby in the process.
The incident took place at Phangkhar-toed farm road on November 3.
The gup is said to have used the leftover explosives from the construction of Khoma-Dung farm road.
He had used it to clear rock at the present site at Phangkhar-toed.
According to the Penal Code of Bhutan, a defendant shall be guilty of the offence of illegal possession of explosive if the defendant possesses explosive on oneself unless the defendant is licensed or otherwise authorized by law.
If found guilty they shall be charged with the fourth degree felony.
The police is investigating the case.
