To prepare the selected technical graduates for work and to ensure productivity the Royal Civil Service Commission (RCSC) in collaboration with the Royal Institute of Management (RIM) launched the Foundational In-service Training (FIT) today. It will develop and enhance the professional knowledge and skills of the civil servants in management and public administration.
Every year, more than 200 technical graduates enter the civil service at the Professional and Management category level without any pre-service training. The technical graduates have to learn on the job which often results in low productivity and difficulty in delivering services. Therefore, the FIT will deliver a month-long course which includes hands-on training for the trainees on government systems such as the performance management system, budget preparation, procurement management. Besides, they will also be trained in behavioural skills in leadership, design and mindfulness.
”In the earlier system where we didn’t have such foundational training, they had difficulties in delivering the basic services provided they have to manage and supervise the offices without the required skills. So this course is basically to improve and give them the required skills, ability and knowledge for them to take over the charges effectively as soon as they join the workplace,” said Dorji Choidup, a senior Human Resource Officer with the RCSC.
Only those technical graduates who pass the FIT course will be joining service. For the trainees to obtain a pass certificate, they will have to secure a minimum of 50 per cent in each unit, have at least 90 per cent attendance by the end of the course, provide the course feedback and have no adverse record during the conduct of the course.
“In case the candidate fails to acquire 50 per cent in each unit, he has to re-sit for the examination or the assessment two weeks right after the completion of the FIT program bearing the cost on his own and he has to submit an application in order to do that assessment. In case, he does that assessment and he secures 50 per cent or above 50 per cent, he will just get that 50 per cent pass mark,” said Dorji Pem, FIT Program Coordinator.
She added that in case a candidate attempts for the third time, he will be allowed to appear only upon RCSC’s approval.
A total of 189 technical graduates will be attending the FIT program for a month. The RIM will be conducting the FIT every year.
