One of the political parties outside the parliament, Bhutan Kuen-Nyam Party, says civil servants should be allowed to take leave to contest in apolitical offices like National Council and Local Government elections.
BKP has put up the proposals to the Legislative Committee of the National Assembly.
“…Thereafter, if they are successful they could resign and serve in the National Council and Local Governments,” said BKP’s President, Sonam Tobgay. He said if they do not win the elections, they should be allowed to go back and serve as civil servants.
Bhutan Kuen-Nyam Party also says, there is a need to debate on the requirement of three-years cooling period prior to joining civil service, if a person is affiliated with a Political Party.
BKP says some of the other proposals on possible amendments of Election Act are defining the tentative list, a clear mention on the requirement of list of 47 candidates while filing the Letter of Intent, and candidates’ migration in general round of election.
They have also proposed to allow voters to vote from their place of residence.
BKP has submitted their proposals and recommendations to the Legislative Committee of National Assembly.
The Legislative Committee is currently reviewing some of the clauses of the Election Act 2008. It will be tabled for discussion in the winter session.
