RCSC and RIM launch three programmes to strengthen civil service skills

The Royal Civil Service Commission (RCSC) and the Royal Institute of Management (RIM) have launched three programmes to strengthen the skills of civil servants, promote the responsible use of artificial intelligence and improve construction project management.

The programmes are the RIM Digital Skills Academy, the AI Learning Hub and the Construction Management Programme.

The Digital Skills Academy will focus on digital literacy, artificial intelligence, digital governance and cybersecurity. It will help civil servants develop practical digital skills, test new solutions and use data to make better decisions.

The academy aims to support digital transformation, promote innovation and improve efficiency in the civil service. Training is scheduled to begin in March next year.

Kuenga Yangki, Focal Person for the Digital Skills Academy, said the academy would offer training across five domains at four levels: foundation, practitioner, specialist and leadership at the strategic level.

“We have a five-year implementation plan and will roll out the training in phases,” she said.

Tshering Yangden, Director General of the Royal Institute of Management, said the initiative is intended to enhance the capacity and productivity of civil servants and support the government’s digital transformation efforts.

Meanwhile, the AI Learning Hub, developed in collaboration with InnovateUS, will allow civil servants to learn about the responsible use of artificial intelligence at their own pace, from home or office.

The Construction Management Programme will provide hands-on training using professional management software developed by the Ministry of Infrastructure and Transport.

The programme will target both engineers and non-engineers, including site supervisors. It is tentatively scheduled to begin in November.

Dorji Pem, Focal Person for Construction Management, said the programme would initially use construction management software developed by the Department of Infrastructure Development, with resource persons from the Ministry of Infrastructure and Transport.

Tshering Yangden, Director General of RIM, said the training is intended to improve the quality of infrastructure construction in the country.

“In short, we are doing this for safe, quality, and accountable construction of infrastructure in the country,” she said.

Together, the three programmes aim to strengthen the skills of civil servants, improve public service delivery and support better infrastructure development. The programmes welcome civil and public servants, as well as private employees, to hone their skills.
