PM pushes for entrepreneurial districts and private sector approach in government

Prime Minister Tobgay said that the government should adopt a corporate CEO’s mindset, building on His Majesty The King’s National Day address, which called for converging into “One Country, One System” following the establishment of Gelephu Mindfulness City. Talking to the media during the Meet the Press today, the prime minister added that this approach, mirroring the operations of a private sector corporation, would start with the Cabinet Secretariat and the Prime Minister’s Office.

Prime Minister Tshering Tobgay said that the government must adopt the results-oriented approach of private entities to realise the opportunities presented by the Gelephu Mindfulness City.

“We are looking at how the private sector and corporations are doing results-oriented work, how they identify their outcomes, and how they work quickly towards achieving those outcomes. That is how we will approach our tasks.”

He added that the Department of Tourism should operate like a private corporation as soon as possible to fully reap the benefits of tourism.

“If we can perform like the private sector, like a CEO, it will benefit the country and the economy. Most importantly, we can create employment opportunities. I will manage the tourism department as if it were a private entity.”

Meanwhile, at a recent Executive Forum of the Royal Civil Service Commission, the prime minister asked dzongdas to bring forward initiatives to transform their districts into entrepreneurial districts.

He said that he would support the initiatives.

“We will start with a trial to see how it goes. Depending on the results, we will roll it out to all districts to function like private sector corporations.”

The prime minister added that the Government Technology Agency would also be made to function like a private entity, given the growing importance of information technology.

He said that the private sector would grow when an efficient public service delivery mechanism is established.

His Majesty The King introduced the Diamond Strategy to achieve a “One Country, One System” convergence from the current “One Country, Two Systems” with the establishment of the Gelephu Mindfulness City as a Special Administrative Region.
