Locals in Tagtse disappointed with the never happening Local Area Action Plan

People of Tagtse under Draagteng Gewog in Trongsa are disappointed with the never happening local area action plan. The least they expect to see is resurfacing of the unpaved road that runs through Tagtse College of Language and Culture Studies. But nothing has come of it today. The preparation of the action plan began in 2015. 

The stretch of road near the Tagtse College of Language and Culture Studies has been in poor condition since the opening of the college. The road turns muddy in summer making it difficult for the residents nearby to commute.

“The stretch is short and it won’t take too long. Even if they blacktop all, it is just 2 kilometres stretch. It would have benefited us if they blacktopped at least until Lhakhang. We heard that they received the budget already,” said Norbu Dema.

“We were told that there would be an Early Child Care Learning Centre and for which the budget was approved as well. We were also told the roads here would be blacktopped. We would be grateful too if it is completed as the college students and community here struggle a lot with the muddy ways.” Lhadon, Tagtse, Trongsa, Zhemgang (DZO)

The gewog gup and the municipality said while they have worked out the plan and estimation of the works they do not have the required budget to carry out all activities.

“The budget approved was only about Nu 1.4 million which is sufficient for only half of the works. To achieve 100 per cent works, about Nu 7 million is required,” said Draagteng Gup Kuenzang Dorji.

“We are done with the estimation and designing of the works.  So if we tender out that Nu 1.4 million it won’t be sufficient. So we are planning to tender out the works towards the beginning of this financial year. We will propose the remaining budget in the next financial year,” added Pema Zangmo an engineer with the Trongsa Municipality office.

The Municipality office also added that the plan to develop the area took some time as the locals were reluctant to provide access route through the community for the local area action plan. Moreover, the budget was initially proposed only for the maintenance of the road.

The locals were promised that the developmental works will be carried out in the current plan.
