23rd session of the National Council…

At the press conference of the National Council today, the respective chairpersons of the seven committees detailed out the discussions and bills passed in the National Council this session. The closing of the 23rd session of the National Council was held yesterday.

During the sessions, the House passed recommendations on three policies issues related to Technical and Vocational Education and Training, harmful use of alcohol and fronting.

The house unanimously ratified the amendment to the Montreal Protocol on Substances that deplete Ozone Layer and the Air Service Agreement between the Royal Government of Bhutan and the United Arab Emirates. The House also introduced and adopted the Impeachment Procedure Bill 2019 and Minister and Minister Equivalent Post Holder’s Entitlement Bill 2019.

Further, the House adopted and passed six recommendations on Budget and Appropriation Bill 2019-2020.

The National Council deliberated on the Pay Revision Bill 2018 and passed 19 recommendations to the National Assembly. Of which 12 recommendations were accepted. The House also adopted three recommendations on the Anti Corruption Commission’s 2018 report.

All together the house conducted seven Question Hour sessions with relevant ministers including the Prime Ministers on various issues. Owing to the unsatisfactory response received from the Education Minister by the member-in-charge, the house re-deliberated on issues concerning government’s decision to remove cut-off points for class ten students who appeared board examinations in 2018 and onwards. The house adopted three recommendations to the government on the issue.

The joint sitting of the parliament deliberated and endorsed fifteen recommendations presented in the review report of Performance Audit Reports.
