Going by the Anti-Corruption Commission’s Annual Report 2016, the Local Government (LG) continues to be the most corrupt agency in the country. Of the 352 complaints received by the ACC in 2016, 119 were against the Local Government. This is an increase of 40 from 2015.
The ACC report states that the local governments are more vulnerable to corruption. This is because it is at the local level where citizens and the public sector interact most regularly and directly.
It adds that corruption at local level has more damaging impact on the lives of people “with poorest being hit the hardest”.
The ACC report also reveals that no complaints have been lodged against the ministry of foreign affairs, while 62 complaints were registered against other ministries.
As for the dzongkhags, Thimphu tops the list, while no complaints have been received against Gasa.
The report also notes that complaints from known sources is declining, a trend that continued over the past three years. 58.2 % of the complaints were received from anonymous sources and the rest from known sources.
An abuse of functions by public servants reigns when it comes to types of common corrupt practices prevalent in the country.
