MoU effective in making Monggar, a better place

A Memorandum of Understanding (MoU), signed between police and entertainment license holders in Monggar last year, has been effective in making Monggar, a better place.

The MoU was signed to regulate the timings of entertainment places such as Drayang, karaoke, discotheque and snooker room in the town.

Entertainment license holders said, the MoU has become a tool for them to close their entertainment centres on time, which they say is convenient.

“It is good that we signed the MoU. It is convenient for both the owner and customers if we close on time. Otherwise there are chances of getting into trouble if we do not close on time,” said Namgyel Wangchuk.

Other entertainment license holders shared similar experiences.

“Sometimes, customers insist me to keep the centre open beyond the allocated time. But, when I show them the signed document,  they listen to me. We also get time to stay with our family,” shared Wangzom.

Police said, they will not issue no objection certificate if they fail to comply with the rules.

According to BICMA Act, discotheques are allowed to operate from 5 PM till midnight on Wednesdays and till 1AM on Fridays and Saturdays. Drayangs, Karaoke and live music are allowed till 11PM during week days and Sundays while, it can remain open till midnight during Fridays and Saturdays. As for the Snooker rooms, it can operate till 10 PM every day, except Tuesdays.

Monggar town has nine entertainment places including Drayangs, karaoke, discotheques and snooker rooms.
