LG elections to be held in September

LGElection-27Sept2016The second phase of the Local Government elections will be held on September 27, this year.

However, the Election Commission said it will be only for Gups, Mangmis and Tshogpas.

Thromde elections will be conducted only in Samdrup Jongkhar for the post of Thrompon and Thromde Tshogpas.

The Chief Election Commissioner said the thromde elections will be decided after a high level committee of legal experts is formed.

He said Supreme Court is the ultimate interpreter of the constitution, so the Election Commission will abide by it.

On Saturday, the Supreme Court issued a writ or a court order to the Commission to defer thromde elections in Dzongkhag Thromde and Yenlag Thromde in 16 dzongkhags.

The order also asked for removal of the post of Thromde Thuemis in Thimphu, Gelegphu and Phuentshogling because of contradictions between some provisions of the Local Government Act and the Constitution.

Also, as per the LG Act, for the formation of Thromde Tshogde, there should a minimum of seven members and maximum of 10. And for that, a minimum of seven constituencies are needed in every thromde.

For this to happen, the delimitation should consider the number of registered voters and size of a constituency.

Supreme Court found it unreasonable to conduct thromde elections in all the districts at one go but consider it as and when it fulfils criteria of being a thromde.
