Government land encroachment rampant in Trashigang

GovtLandEncroachment-TgangExcept for Bidung, every other gewog under Trashigang has issues of land encroachment. Many people have either constructed houses or cultivated on government land. There are 159 such cases.

The Trashigang Land Record Officer, Gyembo says illegal occupation of government land increased after the completion of cadastral resurvey in 2009-10. He said those found encroaching government land were granted kidu. “Now people think they will get kidu, after occupying it, just like their friends and relatives did.”

Kanglung has the highest number of houses built on government’s land with seven, followed by Lumang and Merak with four each.

Samkhar Gewog has the highest number of illegal cultivation with 36 numbers.


A circular from the land commission on 9 April states all government land encroachments be settled by the Dzongkhag.

In July this year, the Trashigang Dzongkhag Land Verification Committee had notified the people involved. They have been given three months to dismantle and move out.

The Land Act of Bhutan 2007, states any person committing encroachment on a state owned and private registered land shall be guilty of an offence of petty misdemeanor. The person shall be liable to be sentenced to a maximum term of imprisonment of less than one year and a minimum term of one month in accordance with Penal Code of Bhutan.
